Ryan Kelley in 4th place, makes dubious claim, says ‘not conceding’

Serious estate broker Ryan Kelley, who was in fourth position in Michigan’s Republican most important race for governor and 25 share points at the rear of the leader, announced Wednesday early morning he was “not conceding.”
